American lawmakers are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators floated a proposal toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Growing Consequences of Federal Closure
The effect on US citizens from the longest closure of the federal government in history deepened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Proposal from Golf Course
As Saturday's meeting got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic lawmakers shared concerned responses to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another senator responded to the censure of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? Then I welcome your support for Medicare for All."
Ongoing Talks
The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of moderate Democrats to end the closure in exchange for a future vote on the Obamacare subsidies.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another way ahead" after Republicans turned down an proposal to restart the government and continue the payments for a year.
Another senior Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the tax credits.
"Doing nothing is derelict because people will go into debt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts indicated that the essence of such a plan would remove the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
